Best Platforms to Find 12 Testers for Google Play Closed Testing
I am an indie developer with two Android apps on Google Play. Like many indie developers, I spent months building them—designing screens, fixing bugs, testing features and pushing through the moments when it would have been easier to give up.
When the apps were finally ready, I thought the hardest part was behind me.
It was not.
Before I could apply for production access, I still had to find enough people willing to join the closed test and remain there for two weeks. Most of my friends did not use Android. Some agreed to help, installed it, opened it once, and then forgot to continue testing.
That part was unexpectedly discouraging. After putting so much time and care into building an app, progress suddenly depended on finding reliable strangers. I listed my apps on several testing platforms on the Google Play Store, joined developer communities, and arranged individual swaps one person at a time. At times, it felt as though I was facing the final obstacle alone.
But if you are going through the same thing, you are not alone.
Thousands of indie developers reach this exact stage with a finished app, limited personal networks and no obvious way to find 12 dependable testers. The problem is not that your app is not good enough. It is not that you failed to prepare. Finding testers has simply become another difficult part of publishing an Android app—one that many independent developers are quietly struggling with.
That experience eventually inspired me to build TestFlock, which is included in this comparison. Because I have a direct connection to one of the platforms reviewed here, I have tried to be transparent about its weaknesses as well as its strengths.

My overall assessment
Testers Community has the strongest established community, App Hive has the strictest accountability, TheClosedTest and SwapTest platforms offer simple 1:1 testing partnerships with manual verification, BetaCircle provides a broader app-promotion ecosystem, and TestFlock offers a flexible combination of group and 1:1 testing partnerships, together with automatic verification of daily app usage.
What does Google Play actually require?
For personal developer accounts created after November 13, 2023, Google requires a closed test with at least 12 testers who have remained opted in continuously for at least 14 days before the developer can apply for production access.
One distinction is important: Google’s published eligibility rule refers to testers remaining opted in. It does not explicitly say that every tester must open the app every day.
Nevertheless, most platforms introduce daily testing tasks. These provide evidence that genuine testing took place, encourage useful feedback and give developers more substance when answering Google’s production-access questions.
No reciprocal-testing platform can independently guarantee production approval. Google makes the final decision, and app quality, policy compliance and the information supplied in the production-access application still matter.
1. Testers Community
How it works
Testers Community is one of the most established platforms in this category, with more than 50,000 Google Play downloads and over 1,500 public reviews as of July 2026. Its main structured option is a Pack, a group of 16 developers who test one another’s apps over a 16-day period.
It also operates a credit-based system. Developers test other apps to earn credits and then spend those credits to request testers for their own apps. A separate paid service is available for developers who do not want to participate in reciprocal testing.
What Testers Community does well
Its biggest advantage is scale. With a large and established community, developers may find it easier to connect with other testers and fill a Pack without spending days posting in different forums or messaging people individually. A larger user base can also make it easier to find replacement testers when needed.
The Pack model is simple and easy to understand. Everyone joins the same group, follows the same schedule and works towards the same goal. Instead of managing 12 separate testing arrangements with different start dates, developers can participate in one coordinated testing cycle.
Its credit-based system also offers some flexibility. Developers can earn credits by helping test other apps and later use those credits to recruit testers for their own apps. This rewards active participation and allows developers to contribute to the community before launching their own testing campaign.
For developers who do not have the time to test other apps, the separate paid service provides another option. This makes Testers Community suitable for both developers who prefer reciprocal testing and those who would rather pay for a more managed testing process.
Where it may not suit everyone
The accountability system in TestersCommunity is fairly strict. Its Play Store description states that a member who remains inactive for three days can be removed, while inactive users may lose access to future participation as well as lose a lot of credits, which can be annoying. This can improve reliability, but it may feel unforgiving when someone is temporarily ill, travelling or overloaded with work.
Also, testers can fake the usage time of apps by opening the app that needs to be tested, immediately returning to the Testers Community app, and waiting until the 30-second timer has finished. Hence, there is no guarantee that the tester actually used the app that has to be tested for at least 30 seconds during the day.
Feedback is another potential weakness. Because testers receive little direct incentive to submit thoughtful comments, many may complete the daily activity requirement without providing useful feedback. Developers may therefore receive the required participation but limited insight into bugs, usability problems or possible improvements.
Best for
Developers who value community size and a highly structured group more than flexibility.
2. App Hive
How it works
App Hive organizes 17 developers into a group called a Hive. Each participant tests the other 16 apps, giving every developer four more potential testers than Google Play’s minimum requirement.
Once a Hive is full, members receive a 24-hour installation period. During the active 14-day phase, developers are expected to open the other apps, complete the required testing tasks and upload screenshot evidence.
App Hive also states that testing must take place on physical Android devices and blocks emulator use.
What App Hive does well
App Hive’s strict reputation system is one of its main strengths for developers who value accountability. Because missed installations, daily tests and report reviews can affect a member’s reputation or access to future Hives, participants have a strong reason to remain active and complete their responsibilities on time. This can make testing groups more dependable than platforms where inactivity has fewer consequences.
The platform also offers carefully structured workflows for developers who want more than installs and daily app openings. Members can be asked to examine a particular screen, reproduce a bug, test an updated feature or complete a specific workflow. However, these custom tasks are optional rather than mandatory, so the quality and depth of the resulting feedback may still vary between testers.
App Hive also includes a Peer Tests system designed to help protect a developer’s progress when members are removed from an active Hive. Developers can recruit additional testers from the wider App Hive community, reducing the risk that one inactive member will disrupt the entire testing period.
However, Peer Tests remain connected to the Hive system. An app must be active in a Hive to access them, so developers cannot use this feature independently when they need only a small number of additional testers.
Where it may not suit everyone
App Hive uses a strict accountability system. Missing installations, daily tests or report reviews results in Inactivity Points.
Its published rules currently describe the following deductions:
- Two Inactivity Points for failing to open and screenshot another member’s app.
- One point for failing to review a testing report.
- One point for leaving an installation task unfinished from the previous day.
Accumulating 10 Inactivity Points can result in an automatic ban from all Hives connected to the account, including Hives for other apps that may still be forming or already active.
These policies may improve reliability, but they can feel unforgiving when someone is temporarily ill, travelling or dealing with an unexpected workload.
App Hive can also require more manual work than many competing platforms. Members must upload daily screenshots, review reports and report installation problems. When an assigned app cannot be installed, users need to submit screenshot evidence together with a detailed explanation of the issue. This can be useful for diagnosing regional restrictions, broken links or device compatibility problems, but it also increases the amount of work required from each participant.
Best for
Developers who prefer firm rules, fixed deadlines and strong group accountability—and who have enough time to complete all required tasks without missing.
3. TheClosedTest and SwapTest Platforms
How it works
Platforms TheClosedTest and SwapTest use a more individual approach to reciprocal testing. Developers list their apps, browse the community and send testing requests to one another. Once a request is accepted, the two developers become testing partners.
Each partner tests the other person’s app, uploads daily screenshot evidence and reviews the proof submitted by the other tester. The platforms then track the partnership throughout the testing period.
What TheClosedTest and SwapTest do well
Their main advantage is flexibility. Developers do not need to wait for a full group of 16 or 17 members before starting. They can begin forming partnerships as soon as suitable testers become available.
The one-to-one model also gives developers more control over whom they work with. They can choose which requests to accept, communicate directly with each partner and gradually build a tester pool at their own pace.
This can be especially useful for developers who already have several friends, colleagues or community members participating and only need a few additional testers to reach the required number.
The mutual-testing model is also free. Developers contribute by testing another person’s app and receive testing in return, without needing to purchase credits or pay for a managed testing package.
The workflow is relatively easy to understand compared with platforms that use several currencies, reputation scores, entry requirements and group-based rules.
Where they may not suit everyone
The flexibility of one-to-one testing also creates additional coordination. To reach 12 testers, a developer may need to create and maintain many separate partnerships, each with its own start date, progress and communication.
Screenshot evidence must be uploaded and reviewed manually. This can become repetitive when several partnerships are active at the same time and depends on both developers remaining responsive throughout the testing period.
Screenshot verification also has limitations. A tester may upload the same screenshot repeatedly after opening the app only once. Although developers can ask partners to provide a different screenshot or test a specific feature, there is no guarantee that every request will be followed.
As a result, the developer may need to spend additional time checking screenshots, contacting partners, and asking for better proof. This manual coordination can make the experience feel cumbersome, particularly when managing a large number of testers.
There is also less of a group safety net. If one partner becomes inactive or stops responding, the developer may need to search for a replacement and begin a new testing relationship independently.
Best for
Developers who prefer flexible, direct partnerships and already have some testers but need a few more to complete their testing group.
4. Beta Circle
How it works
BetaCircle operates more like a community marketplace than a fixed testing group. Developers download and test other members’ apps to earn Diamonds. They can then spend those Diamonds to list and promote their own apps within the platform.
A developer needs at least 120 Diamonds to publish an app. Once listed, the app appears on the community board, where other members can choose whether to test it. Developers can also use Boost Tickets to feature their app in a promoted carousel and move it closer to the top of the board for the day.
Members are encouraged to continue opening assigned apps throughout the 14-day testing period. Their participation contributes to reputation and medals, which can influence how visible and trustworthy they appear within the community.
BetaCircle also supports apps in open testing and production, so developers can continue using the platform for discovery and promotion after completing closed testing.
What BetaCircle does well
One of BetaCircle’s main strengths is that it can remain useful beyond the minimum closed-testing period. An app can continue receiving visibility, feedback and potential users after it reaches production.
Its Diamonds system also creates a clear exchange. Developers first contribute by testing other apps and then use the value they have earned to promote their own. This gives members a practical reason to participate rather than simply listing an app and waiting for help.
The marketplace structure provides more choice than a fixed group. Developers can decide which apps they want to test, while testers can browse listings that match their interests and device capabilities.
Boost Tickets provide an additional way to increase visibility. Featuring an app in the boosted carousel or moving it to the top of the board may help developers attract testers more quickly when many apps are competing for attention.
The platform also avoids requiring daily screenshot uploads. Check-ins are submitted through an in-app timer, which can feel less repetitive than taking and reviewing screenshots for every test.
Where it may not suit everyone
Developers must also earn at least 120 diamonds before listing an app. This means someone who needs testers immediately may first have to spend time testing several other apps.
The marketplace model is less predictable than joining a fixed group or arranging a direct swap. Other members are free to choose which apps they want to test, so there is no guarantee that enough people will select a particular listing.
Visibility can therefore become an important factor. Apps near the top of the board or inside the boosted carousel may attract more attention, while less visible listings may take longer to find testers.
Check-in verification also has limitations. A tester can open the assigned app, return to BetaCircle and wait for the timer to finish before submitting the check-in. This means the platform does not automatically confirm that the person actively used the app for the full testing period.
Accountability may also be lower than in a direct exchange. BetaCircle does not primarily operate on a “you test my app and I test yours” model, so testers do not have the same personal responsibility to one specific developer. Their main incentive is to earn Diamonds and avoid losing reputation points.
Members can lose reputation points for missed check-in days. This may encourage regular participation, but it can also feel strict when someone is temporarily busy, travelling or unable to test.
Best for
Developers who want a testing marketplace that can also provide app visibility and community engagement after closed testing.
5. TestFlock
How it works
TestFlock combines two different testing structures.
A Flock contains up to 16 developers who test one another’s apps over a shared 16-day period. A full Flock gives each app 15 potential testers, creating a small buffer above Google Play’s minimum requirement.
Developers can also find FlyMates, which are direct one-to-one testing partnerships. FlyMates can be used instead of joining a Flock, alongside one, or as additional backup partners when a Flock member becomes inactive.
What TestFlock does well
One of TestFlock’s main strengths is its automatic activity verification. With the tester’s permission, the platform uses Android Usage Access to confirm that an assigned app was opened and used for at least 30 seconds during the day. This provides stronger evidence of actual app usage than a manually submitted screenshot or a timer that continues running after the tester has already left the app.
Another major advantage is flexibility. Developers who prefer a coordinated group can join a Flock, while those who want individual testing relationships can use FlyMates. Most competing platforms focus mainly on either group testing or 1:1 exchanges, whereas TestFlock supports both within the same platform. Developers in a Flock can also add FlyMates as a buffer if they are concerned that one or two group members may become inactive.
TestFlock’s reputation system separates regular participation from feedback quality.
- Plain eggs — represent consistent daily activity.
- Golden eggs — awarded when feedback is rated helpful or very helpful.
Developers can sort potential FlyMates by the most active or most helpful members. This makes it easier to identify people who regularly complete their testing responsibilities and those who are more likely to provide useful observations.
Helpful feedback can also improve an app’s visibility within the platform. This gives testers a stronger reason to report bugs, usability issues and possible improvements rather than submitting generic comments only to complete a task.
TestFlock is also more forgiving than platforms built around strikes, heavy credit deductions or permanent bans. Missed check-ins remain visible, so developers can still assess another member’s reliability, but an occasional missed day does not automatically reduce reputation points or block someone from participating in future tests.
Where it may not suit everyone
Android Usage Access is a significant permission. Although TestFlock uses it to only verify testing activity on the apps that the developers agreed to test, some developers may feel uncomfortable allowing an app to view this information.
Automatic verification also cannot confirm the quality of the testing. It can show that an app remained in use for at least 30 seconds, but it cannot prove that the tester explored every feature, followed the developer’s instructions, or noticed important problems.
Finally, TestFlock’s forgiving approach involves a trade-off. It may feel less stressful for members who are busy, travelling or temporarily unavailable, but developers who prefer strict penalties and immediate removal of inactive testers may feel more comfortable with App Hive or Testers Community.
Best for
Developers who want the flexibility of group and one-to-one testing, automatic usage verification, and stronger incentives for helpful feedback.
Which platform should you choose?
There is no single platform that is best for every Android developer.
Choose Testers Community when community size and an established track record are your priorities. Its Packs provide a clear path, although you must be prepared for relatively strict participation rules, which might kick you off the pack.
Choose App Hive when you want the most disciplined group environment. Its reputation and inactivity systems create strong accountability, but the rules may be excessive for developers who need occasional flexibility.
Choose TheClosedTest and/or SwapTest when you want to personally select your testing partners. It is straightforward and flexible, but expect to spend more time coordinating requests and approving screenshots.
Choose BetaCircle when you want your participation to extend beyond closed testing. Its points-based marketplace is useful for app discovery and continued growth, but it takes time to understand and earn within the system.
Choose TestFlock when you want the widest choice of testing arrangements. Flocks provide the scale of platforms such as Testers Community and App Hive, while FlyMates provide the flexibility of 1:1 tester platforms. Its automatic 30-second usage verification is particularly useful when you want stronger evidence of activity without collecting screenshots.
Final verdict
The market now offers several credible alternatives to chasing strangers through Reddit, Discord, and personal messages.
Testers Community leads in public community size. App Hive offers the strongest enforcement. TheClosedTest and SwapTest make individual exchanges accessible. BetaCircle turns testing into a broader developer marketplace. And TestFlock stands out for combining group and one-to-one testing with automatic usage verification.
Ultimately, the best platform depends on each developer’s priorities. Some may prefer the larger community of Testers Community, the stricter accountability of App Hive, the simple one-to-one partnerships offered by TheClosedTest and SwapTest, BetaCircle’s broader marketplace model, or TestFlock’s combination of group and individual testing, automatic verification and feedback incentives.
Whichever platform you choose, the goal should be more than simply reaching 12 testers. A good closed test should help you find problems, collect meaningful feedback, and feel more confident that your app is ready for real users. You may be building independently, but you do not have to complete this final step to production alone.
